→ First Impressions
$ fashion: Okuyasu's iconic outfit is a "school uniform" that is so thoroughly modified to the point it's unrecognizable as one.
The jacket has been especially altered. There's a kanji painted on his right shoulder that reads "億"- which is the first character in his name, meaning "a hundred million"... which compliments the bold "BILLION" lettering that starts on his left shoulder and stops around the elbow area of his sleeve. Adorning the collar are two currency symbols- one yen sign and one cifrão (distinguishable from a dollar by the double line), both gold. In lieu of being cut with a clean split down the middle, the coat is instead closed by an asymmetric flap that has another, larger cifrão emblem on the front- along with some spaced-out gold bars following the outline of the front flap, which crops off high enough at the bottom to expose his undershirt.

$ behavior: Crack open your favorite search engine, look up "90s anime delinquent" and you're definitely gonna find his picture in the mix. He's got everything- the short temper, perpetual slouch, and of course the general lack of social grace that arises from how blunt, impulsive, and loud he is. This boy's got some big feelings in him and he expresses them in equally big ways, and- okay, pretend you just asked me "is Okuyasu a sad crier, a happy crier, or an angry crier" so I could answer it with "yes".
$ mental information: It's repeatedly stated (even by Okuyasu himself) that he's not too smart, and while he's actually a lot more clever than he's given credit for- he still has his struggles. He's not too great at reading the room or picking up on people's motives, and faces major difficulty in making critical decisions- something he's very self-conscious about. ...and, as stated by one literal mind-reader in the series: "You have a complex regarding your dead brother, Keicho, and every time you have to make a decision, you think, 'If only bro were still around...' "
$ magical information: Okay, speaking of mind-reading: Okuyasu's a psychic and he does demonstrate having a kind of telepathy in canon, but its purely of the "can speak into other people's minds" variety. So no worries about him snooping around your head (unlike SOME people). Besides, it's implied your character would only be able to hear this mental-speech if they're also psychic.
→ Stand Profile: 『ᴛʜᴇ ʜᴀɴᴅ』

A "Stand" is essentially a representation of its user's mental energy. The form it takes and the powers it possesses often reflect aspects of its user's personality or desires. Since Stands and their users are so intrinsically linked as to be one and the same, any damage dealt to the Stand will transfer over to the user- and if the user dies, the Stand will vanish. Finally, Stands are only visible to other Stand Users and can only be damaged by other Stands.
While a rare few are natural-born Stand Users, most acquired their abilities later in life through unusual circumstances. Such as being hit by a Stand Arrow- a special arrow with a head made from a fragment of an ancient meteorite. When shot into your body, it has the potential to awaken your Stand. ...OR, it has the potential to kill you dead. And you won't know which of the two will happen to you until you've already been hit.
Keicho Nijimura got his hands on one such an arrow.
Okuyasu's Stand is The Hand- this chrome-y robotic-looking humanoid figure. On a surface level, you can immediately draw a visual connection between it and its user, because it wears the same currency symbols on its chest as the ones on his uniform. Not only that, but an official artbook has stated that the blinders wrapped around the sides of its head are meant to symbolize his short-sightedness.
It has the power to Erase Matter with a swipe of its right hand- effectively vanishing whatever gets caught up in the arc of its palm. Not even Okuyasu knows where anything he erases disappears to- and that's assuming there IS an actual destination for that matter to be taken to, anyway... we aren't told the specifics of what happens to objects erased by The Hand, but the series does go out of its way to emphasize that nothing it erases can be brought back- even through the restorative/healing abilities of another Stand.
It's a power that carries a substantial amount of weight and responsibility behind every use, because it illustrates that every decision you make has a clear tangible impact on your surroundings that is both immediate and irreversible.
Because of this, Okuyasu doesn't typically use this ability to directly attack living beings. Instead, he more often utilizes it as a means of Short-Distance Teleportation to first harmlessly "erase" the empty space between him and his opponent- thus bringing them together so he can then proceed to harmfully beat the snot out of them with his own two fists. He's even been shown having the capability to exercise a level of precision with this ability to the point he can snatch an object out of somebody's hands from a distance without dragging the rest of them along with it.

$ telepathy? selective: I'd like to know the details of your character's telepathy (what thoughts they can read, how aware someone is of being read, etc) ahead of time before deciding on doing a thread involving it.
$ violence? yes: Absolutely. If you provoke him, he's more than willing to throw down.
$ injury? yes/selective: I'm cool with him getting flesh wounds without being asked first, but please negotiate with me if you plan on hurting him in a way that'd have an impact on his speech or movement.
$ death? no/selective: How dare you deign to do what Araki didn't. Ask first, but unless we're in a murdergame or something, probably not on this one.
$ backtagging? yes: Sure thing, but just know I'm not the most punctual person in the world myself and I'll likely let my older threads fall by the wayside in favor of working on newer threads- so if there are threads you're still expecting a tag from me on, feel free to drop me a plurk/PM.
$ threadjacking? selective: Ask permission, but my answer heavily depends on if you want to stick to a clean, established turn order or not. Personally, I prefer splintered threads because I feel less like I'm holding people up with them.
$ fourthwalling? no: I would prefer it if you didn't come up to Okuyasu and ask if his life is a JoJo reference.

→ Opt-Outs
I would make a full rundown of his experiences here, but given how both oddly specific and creatively varied the body horror gets in JoJo (I'm not too sure how I'd categorize "arms and legs becoming unraveled and spiraling out into thin strips of paper that then get set on fire", for instance) I think it'd be better to keep this warning broad and just say that if there's anything in the category of "upsetting bodily harm" that you find TOO upsetting to handle discussion/imagery of, let me know.
His older brother, Keicho. Unfortunately forced into a caregiver role at a young age after what happened to their father. Constantly undermined his little brother's worth by underscoring his ability to be self-sufficient, and drilling the idea into his head that "incompetent people (like you) drag down everyone around them". Died while protecting Okuyasu from an attacker entering their home. This happens in their introductory arc, when Keicho would be 18 and Okuyasu 15, so it's all still a very fresh wound.
His father. Routinely abusive toward his sons during their formative years. As a result of conspiring with a vampire lord for financial stability, he became cursed to mutate into a miserable mass of rotting flesh that refuses to die.
His mother. Presumably a decent person, and by far the least troubled familial relationship Okuyasu has. Died of an illness when he was three.
...to say he's had it rough would be a severe understatement, so I get it if you wouldn't want to interact with his family situation in a thread.
...you can see why he'd be likely to come up in conversation at some point, and at the same time- why I'd completely understand it if you didn't want him to. Don't worry about tying my hands by requesting that, by the way. Given the story structure of DiU, it's actually a lot easier for me to avoid bringing up the main antagonist than you would probably assume.
